In the Central African Republic (CAR), five COVID-19 cases have been identified with no death reported so far. COVID-19 will place immense strains on fragile African countries, facing a multidimensional crisis with difficult economic and political conditions: insecurity, weak state authority, limited presence and capacity to provide basic public services to population, extreme poverty, and fragility of public health systems, insufficient access to safe water and sanitation, very high levels of unemployment and limited fiscal and policy space.
Management hereby submits to the Boards of Directors the following report and recommendation on a proposal to award a grant of UA 4.5 million from ADF-15 resources and a grant of UA 6 million from TSF Pillar I resources to the Central African Republic (CAR) to finance the COVID-19 Crisis Response Budget Support Programme (PABRC-RCA). This programme will be financed from ADF resources allocated to the COVID-19 Rapid Response Facility (CRF). It was appraised in April 2020 following a request by the Government to the Bank in March 2020. It is a budget support operation whose resources will be disbursed in a single tranche for each instrument. It was designed in compliance with the Operational Guidelines for Crisis Response Budget Support (CRBS) operations and the COVID-19 Rapid Response Facility (CRF), approved by the Bank in April 2020. The measures retained under PABRC-RCA will be implemented over the 2020-2021 period.
